The Turtle Mountain
Renewal Community has developed detailed activities and timelines
with respect to Commitments #1-#5; these are summarized below.
Commitment 1: Reduce Tax Rates or Fees
- TERO: Analyze
fees and income; recommend allocations to support business development
- State Taxes:
Recover State fuel taxes and recommend allocations for business
development.
- Other Taxes:
Analyze other local taxes and fees; recommend reductions or waivers
- Tax moratorium:
Recommend 10 year moratorium on any new Tribal taxes.
Commitment
2: Increase Efficiency of Local Services
- Housing:
Develop and implement multi-agency coordinated approach.
- Child Care:
Research, develop and recommend ways to expand and improve child
care
- Transportation:
Research, develop and recommend ways to improve transportation
- Job Referral,
Counseling and Training: Research, develop and recommend ways
to improve coordination and holistic design and delivery of job
referral, counseling and training programs.
Commitment
3: Crime Reduction Strategies
- Situation
Analysis: Assess and evaluate conditions, needs and existing programs;
recommend ways to improve effectiveness of communications and
collaboration among agencies; and to strengthen and stabilize
the Tribal judicial system.
- 911 System:
Develop and implement most cost-effective, timely way to get 911.
- Indoor-Outdoor
Recreation (Alternative Activities for Youth and Families): Establish
a Youth Council; develop and implement holistic Indoor-Outdoor
Recreation Plan for Youth and Families
Commitment
4: Simplify or Streamline Government Requirements
- Land Use
Plan and Zoning Ordinances: Develop and recommend to the Tribal
Council a Land Use Plan and Zoning Ordinance that provides for
commercial and industrial use.
- UCC: Finalize
and coordinate the implementation of the Tribe's Uniform Commercial
Code
- Fractionated
Allotted Lands: Assess the possibility of simplifying Tribal land
tenure
- Self-Determination:
Assess the effectiveness of BIA Agency functions; develop recommendations
on PL 638 contracting for additional functions

5: Involve Private Sector in Economic Development
- Establish
Active Tribal Business Association: Develop a vehicle to plan,
coordinate, deliver and evaluate business and private sector involvement
in economic development
